The Abu Sayyaf Group is a Philippine terrorist group which has slain or held hostage hundreds of Filipinos and foreigners. The group has close links to al-Qaeda and Osama Bin Laden. al-Qaeda operative Ramzi Yousef worked with the Abu Sayyaf Group to blow up airliners in the Philippines. Later Ramzi Yousef was jailed for his role in bombing the World Trade Center in 1993. There are also links between the Philippines and the September 11th hijackers.
Even with help from Islamic Jihad, al-Qaeda, and Osama Bin Laden, they have no major accomplishments. They failed in their efforts to blow up 11 passenger jets over the Pacific Ocean and failed in efforts to kill former President Clinton during his 1994 visit to Manila. Outside of small time kidnapping they never accomplish anything. Likely Bush target after Afghanistan. If they did not do things like behead victims no one would notice them.
